Staff Elisabeth Skinner Positions Contact Elisabeth Skinner is subject leader for the Local Policy course where students examine policy as it affects local communities. The aim of this course is to prepare students for supporting local communities so that local people can influence the policy decisions that affect them. Many students taking Local Policy are distance learners who work with parish and town councils; Elisabeth therefore specialises in writing workbooks, organising short residential schools and designing web-based materials for distance learning and flexible delivery. She also contributes to teaching on the Community Development, and Heritage Management courses. Her current research includes an examination of the use of ICT for more flexible forms of teaching and she has been pioneering the use of WebCT in the University. Elisabeth also works for the Centre for Local Policy Studies at the University, delivering short courses and undertaking consultancy work for parish and town councils. She is a member of the Parish and Town Council Development Group set up by Defra to develop a National Training Strategy for parish and town councils and is co-author of 'The Good Councillor's Guide, Pointers to Good Practice and Working with your Council'.
